I don't know this just seemed fun. You can base it off any fighting game, but I'm basing mine off Mortal Kombat 9 and MKX, and Injustice. Of course that includes a violent X-Ray move and fatalities.
Again if you're not big into those games feel free to use any other fighting game as a basis.

Talon Aran(Pre-Legacy)

Entrance: Flies in on Storm, jumping out of them onto the battlefield. If it's an indoor stage, he just sorta walks in, twirling his pistols.


Leash: Grabs his opponent and pulls them toward him. Super button to slam them into the ground before pulling them toward him, leaving them stunned for a combo.
Pistol shot: Fire pistols at the opponent. Super button to fire nova beam for extra damage.
Speed Booster: Sprints right at the opponent, swinging a punch at them with knockback. Super button punches them to the ground, bounces them and stomps them out of the air.
Blink punch: Teleport punch
Blink: Teleport

Grab: Grabs the opponent, rams his HF blade into their gut, then kicks them off.

X-Ray move(Ranged. Can be ducked or blocked): Uses the leash beam to grab the opponent, yanking them right toward his fist, slamming it right into their face and fracturing their skull, ramming his HF Blade into their chest, then kicking it through, shattering the ribs and teleporting behind them to catch the blade by the hilt, swinging the blood off. "Get up," he says afterward("Is that all?" if it's used as a finishing move on round 2)

Fatality 1: Strafing Run: He calls something in and walks away, keeping his back turned to the opponent as Storm flies in and absolutely annihilates his opponent with lasers, leaving them a bloody, smoking skeleton on the ground.

Fatality 2: Hotshot: Pulls out one of his pistols, switching it to plasma beam before firing the shot right into his opponent's open mouth, melting and incinerating his head violently as he twirls the pistol, putting it away once the body falls.

Espera Nota/Dead-Zone (Mortal Kombat style)

Entrance: Espera floats down from the sky, touching down after a few seconds (with a random possibility for him to strike a random or badass pose upon touching down) before getting into battle stance. If an indoor stage, he phases through the ceiling like a phazon metroid and goes through the same process (possibly blasting the roof off the stage instead of striking a pose)

Handguns: Espera fires off two shots from each handgun (I'd include something about the super-button, but I only know old MK)/Dead-Zone fires plasma shots identical to handgun shots from his fingers
Shotgun: Espera merges his handguns into shotgun formation and fires a shot (grows in power in inverse proportion to distance (closer=stronger)/Dead-Zone uses his Einhammer attack (explosive end, distance doesn't matter)
Death cannon: Espera pulls his handcannons from nowhere and merges them for the death cannon, firing the giant blue plasma stream/Dead-Zone opens his fifth eye (or activates the crown gem) and fires a thin stream of flaming plasma from it (for the same effect)
Auto-booster: He activates his auto-booster to close the distance, if attack is used when close to the enemy, he ends it with a powerful speed enhanced spinning-lariat (same for both versions)

Grab(I'm assuming that's the generic name for a grab move): when close, Espera grabs his opponent, throws them into the air, and punches them to the other side of the arena/ from afar, Espera grabs his opponent with his tentacles and slams them into the ground (this can be ducked under, blocking just lets him grab on).

Fatality 1(E): Espera grabs onto the enemy by the head with both hands, he then opens their mouth with his tentacles and forces them inside the body, finally ending by grabbing hold of the energy that makes up their soul, ripping it out, and eating it through his finger teeth.
Fatality 1(D): Dead-Zone gets close to his enemy before grabbing them by the head with his left hand. He lifts them up into the air before ramming his right hand into their chest, spreading Ragnarok into their system. They become engulfed in the black and red ooze before lighting on fire and transforming into one of his "Demonic" minions.

Fatality 2(E): Espera sends his tentacles out and pierces his opponents body with them, expanding them in size until finally sending out spiked tendrils which also expand and branch off, eventually causing the enemy to explode from being stretched too far. Bits of their flesh hang off his tentacles until he retracts them.
Fatality 2(D): Dead-Zone calls the Niflheim and orders a Krieger strike, destroying the entire planet and everything within the next several AUs. Dead-Zone teleports off planet and onto his ship before the laser or anti-matter shell hit.

I think if I give Armstrong a moveset he'll be based off of Injustice(basically Mortal Kombat but with less graphic super moves and every character having a unique buff ability)
He'd have this move as his supermove
I'd come up with my own but I really can't think of one that would be more Armstrong than this.

I'll include total fantasy characters because I don't feel like making two threads on different sites.

Talon Vance:
Grab: Grabs the opponent, slows time, stabs them repeatedly with his sword in dagger form, then pokes them on the forehead after unstopping time, causing them to fall over.
Time stop:(complicated button combination+uses whole super meter)Stops time for 5 seconds. Projectiles sit still until time is unpaused.
Wrist crossbow: fire the crossbow. Super-meter to fire an incendiary bolt
Pistol: Fire pistol.
Grenade
Stance change: Switch between sword form and whip form for his regular blade. Whip form has longer reach, but sword form does more damage.
Wind blast: A pure ranged knockback move.


X-ray move: Shoots the opponent in one knee with his flintlock, then in the other with his wrist crossbow, then fires a wind-blast at their chest, smashing their spine, ribs, and skull into the ground behind them. Of course because this is a MKX style moveset the opponent is fine afterward.

Fatality 1: Wind Tunnel: Talon stops time, then walks over to the opponent, putting his hand to their chest before firing repeated wind blasts, all of them stopping right as they leave his hand. Then he does a gesture, unpausing time and letting the combined wind blasts send the opponent flying, either smashing them into paste on a wall behind or causing them to become a red streak on the ground depending on how open the stage is. He wipes blood from his nose, his nose bleeding from the mental strain of doing that.

Fatality 2: Za Warudo: Talon stops time after bending backwards and extending his arms, pulling a bunch of throwing knives out of his pockets and sleeves in the same motion. He tosses all of them forward, the knives stopping in midair in front of the opponent due to the time stopping. He then uses all of his power to pull a meteor from space, sending it down after unstopping time and blinking right on top of it right after the knives connect, landing the meteor on his opponent and shouting "WRYYYYYYYYYYYYYYYYYYYYY". He then steps down from the meteor and collapses on the ground from exhaustion.

Fatality 3: The ripper: Talon flicks his sword, shifting it into the whip form and wrapping it around the opponent, snaking around the limbs, neck, and abdomen before windblasting them, slicing the entire body apart before slashing the head to pieces in midair.

One day soon I am going to make a moveset for Bob Batshit, for now I just have what could be one fatality:

Fatality1: Burning down; Bob transforms into his flame demon form and pulls a bunch of molecules together, igniting the air around him and concentrating it into his left hand, forming it into a spear/lance and then throwing it at his opponent. Once it pierces their body, their body ignites with a flame so hot that it gives them sixth degree burns before turning them into ashes.

Talon Locke

Entrance: Decloaks and pulls her pistols out of her holsters, spinning them before pointing them to her opponent. "This should be fun!"

Cloak
Telekinetic push: A straight knock-back move.
Charge: Flies forward at near-lightspeed in a shine-sparkish attack, smashing straight into the opponent.
Cloak: Turns invisible for a few seconds.
Dual pistols attack: Fires her pistols a few times, stunning the opponent.
Rifle attack: Fires her rifle, multiple variants including shotgun blasts, long range shots, and just a simple burst.

Grab: Uses her Psychic shock power to stun the opponent, then knocks them back with a powerful telekinetic blast.

X-Ray move:Kicks the opponent in the jaw, shattering several teeth before flipping toward them and shooting them in the forehead, shattering the skull. Then she sends a telekinetic shockwave toward the ground, knocking them in the air before kicking upward, smashing their spine with her boot.

Fatality 1: Warp: Focuses on the opponent as their skin starts to melt and burn, burning away their skin, then their muscle before leaving a skeleton behind.

Fatality 2: Ramming: Sends a telekinetic blast at the ground, sending the opponent flying through the air before getting smashed into by her Scythe fighter, slicing them in half.
