I think a central damage system would work as well as the common "player admits hit and states damage" that way, a visor scan of a target and a payload notes the damage actually caused rather than desired effect. It will correspond with shield energy units/ integrity units;

Shield: 100 units for shield (1 unit is used for suit basic functions (some exceptions, as with AD3, 1 unit is suit Maintenance, basic functions fueled by Antimatter generator )) 100 for each tank

Damage:
Plasma; Shields hold wonderfully unless it is a high focus cutter beam; 4 DPH/ DPS normal plasma. 8 DPH/10 DPS cutter plasma (Damage Per Hit)

Radiation; Shields are at DANGEROUS RISK of failure, unless equipped with hazard shields (AD3 uses nuclear energy in suit(NED), others like it do NOT take damage) 5 DPS (NED is diffused radiation, less powerful)

Phazon: shields are damaged-ish about this; 2 DPS /DPH

Ion/Protosphere; Protosphere invented in Xik'Kri'Vik' War, both do 7 DPS/DPH

In my opinion, a central damage system just doesn't work in RP, then again, nether dose PvP, but thats all we do now. And PvP can't really work without some kind of way to hurt another player without being an ass. Then again, we could just go back to DnD style rolling the dice. who knows.
